The bids will be opened and read aloud in Room 205. Each bidder must submit a sealed envelope, the outside of which must be clearly marked "Bid# 2023-16 – Portland, CT WPCF Secondary Clarifier Upgrades" and include the bidder's company name and address. A Company official must sign all bids. The project consists of various improvements at the Portland, CT Water Pollution Control Facility including upgrades to the secondary clarifiers and the return sludge flowmeter vault. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis as indicated in the Bid Form. The Issuing Office is Wright-Pierce, 169 Main Street – 700 Plaza, Middletown, CT 06457. Bidding Documents may be viewed and/or obtained in PDF format on-line at www.wright-pierce.com/projects. Interested parties will be furnished one PDF download set of Bidding Documents at a cost of $50.00 per download. To be considered a responsive Bidder, the Contractor shall have obtained at least one set of Bidding Documents from the Issuing Office. The Bid will not be awarded to a Bidder unless a record for obtaining at least one set of Bidding Documents exists in the Issuing Office. To meet this requirement and to establish the record of receipt, a prospective Bidder must obtain Bidding Documents using the name that is to appear on the Bid Form. A pre-bid conference will be held at 10:00 AM EST on Tuesday June 20, 2023 at the Portland, CT WPCF Operations Building, Lower Main Street, Portland, CT 06480. Attendance and participation are encouraged but not mandatory. The Bid Security must be a proposal guaranty bond executed by a surety company authorized to do business in the State of Connecticut. Bid Security shall be made payable to Town of Portland. Bids submitted without Bid Security will not be considered. No Bid may be withdrawn for 60 days after receipt of Bids unless released by the Owner. The successful Bidder shall comply with the requirements of Prevailing Wage Rate Laws in accordance with Section 31-51 of the Connecticut General Statutes. The contract documents require affirmative action of the contractor and subcontractors to ensure equal employment opportunity noted in Governor's Execute Order No. 3 and 17. The town is tax exempt from sales and use taxes on all materials and equipment to be incorporated into the work. These taxes shall not be in the bid.
